If you followed the directions of Fuel but can't find Isshin ashina, don't worry, this is not a bug or glitch, proceed as follows:

• After defeating Genichiro talk to Fuel and will ask you to pay a visit to Isshin ashina
• Exit the room of Fuel through the rooftops and reach the building with the censer on the balcony
• Enter the room and you will find a letter
• Come back from Emma and talk to him about Isshin (you will find it near Fuel)
• Go to the place where you defeated Gyoubu Oniwa (The battlefield outside the castle)
