The easiest way to get Mainfested pages is to collect spooky pages. You can earn them by completing the Haunted Lost Sectors, which you can access during the Festival of the Lost in the map's destination options. When you have enough spooky pages, you need to bring them back to the vendor called Book of the Forgotten. You will use the manifest pages to purchase pieces of lore from the Book of the Forgotten vendor during the event. Alternatively, you can also earn Manifested Pages from chests you get from Haunted Lost Sectors.
You will need to visit the Book of the Forgotten quite often during the event.
