The Starglitter prototype is a 4-star auction available to all players. While there is no special unlocking requirement, getting the weapon itself will require some grinding. The sword needs a Northlander Polearm Billet, which is only available via weekly boss drops or as mission / exploration rewards.
Once you have a Northlander Claymore billet, you can use it to forge the Starglitter or Crescent Pike prototype. The Starglitter prototype is a free-to-play alternative to the Favonius Lance, a 4-star weapon that you can extract from Gacha banners.

Is the Starglitter prototype any good?
The Starglitter prototype is a free-to-play alternative to the Favonius spear and other energy-recharging pole weapons. The passive is largely useless for most Polearm characters that require Energy Recharge, and it's a simple stat stick.
Use this weapon for characters like Xiangling, Raiden Shogun, Zhongli, etc., for a free-to-play option. If you don't have enough Favonius Lances to go around, or other Energy Recharge pole weapons, this is a solid alternative as you work to get better weapons.
