The Evil Within 2: Sniper Guide
Unfortunately for you, the sniper rifle is hidden in the city of Union and if you don't look for it you will have to wait for the final chapters to get it, but if you are willing to put the plot aside for a while, you can find it already in Chapter 3.
The main problem is that the rifle is initially broken but you can still repair it. As soon as you start Chapter 3, head towards the Residential area, to be precise in an alley that is located between the Visitor Center and the Jason Franklin Restaurant.

Go up the stairs to get to the roof where you will find an enemy, kill him as you like and retrieve the sniper rifle and some ammunition. Look for the dead operator who is marked on the map and you will be directed to the parts you need for repair.
To enter the shed, you will have to break the chain via the melee, so kill the enemies that are nearby first of all. Once you have everything you need, you can finally fix the sniper.
