Towards the final stages of the game you will come across this last puzzle, here's how to solve it:

1. Recover the energy needed to power the control panel, then starting from the control panel go left, left again and back (up) to reach a room with energy
2. Go back to the control panel and power it up to restore energy to the structure
3. Go right and interact with the buttons on the panel to empty the water in the left tanks, then bring it to the center
4. Go down to the lower floors to manually turn the valve and return to the front of the control panel with the buttons again
5. Empty the water on the right by bringing it to the center
6. Go down to the lower floors and open the cabinet with the cutters to retrieve the valve, then use it and operate it
7. Return to the control panel with the buttons and empty the water in the center

If you have followed the steps correctly, you can continue towards the exit.
